Diplomatic/Service Passport Visa Exemption – Israel

Allows Israeli nationals holding diplomatic or service passports to enter FSM without a visa for visits not exceeding 90 days within any six-month period.

Applies only to diplomatic and service passport holders. Ordinary passport holders from Israel fall under the general 30-day visa-free regime. Diplomatic/consular staff and household family members do not need a visa within 30 days of entry; full-term visas required thereafter. Agreement signed 21 January 2010.

Alien Worker's Permit

Foreign nationals entering FSM to take up authorized private or government employment; the main FSM work-authorization category for noncitizens.

Established under FSM Code Title 50 sec. 103(6): issued to a noncitizen entering FSM for employment upon compliance with all national laws relating to private or governmental employment. The employer must first obtain nonresident-worker employment authorization from the Division of Immigration & Labor (FSM Department of Justice, passport@doj.gov.fm). All entry permits are capped at one year with provision for renewal (sec. 104(1)); fee is set by presidential executive order (sec. 112) and is not published online. Foreign Investor's Permit

Foreign nationals investing in or operating a business in FSM; tied to an underlying Foreign Investment Permit (foreign investor's business permit).

Established under FSM Code Title 50 sec. 103(7): issued for a specified duration and renewable upon renewal or extension of the holder's foreign investor's business permit. Requires a Foreign Investment Permit under the Foreign Investment Act 1997, administered by the state government / FSM Department of Economic Affairs (regulations: https://www.fsmlaw.org/fsm/regulations/forinvreg.htm). This is an immigration entry permit, not a citizenship- or residency-by-investment programme. One-year max per entry permit with renewal (sec. 104(1)); fee by executive order (sec. 112).

Student's Permit

Foreign nationals enrolled in a school or educational program in FSM.

Established under FSM Code Title 50 sec. 103(3): issued for a specified duration reflecting the student's enrollment in a school or educational program. Foreign Government Official's Permit

Officials and employees of foreign governments or international organizations entering FSM to conduct official business.

Researcher's Permit

Foreign nationals conducting research in fields deemed beneficial to FSM citizens.

Missionary's Permit

Duly ordained, licensed, and certified ministers or clergy entering FSM for religious or missionary work.

Spouse's Permit

Foreign nationals who are the lawful spouse of an FSM citizen.

Unmarried children under 18 of FSM citizens or of noncitizen entry-permit holders.
