Visa Humanitaria y de Urgencia

For medical treatment, participation in judicial proceedings, or attendance due to family emergencies such as critical illness or death of a family member.

Visa de Congresos, Convenciones y Seminarios

Visa Diplomática / Oficial / de Servicio

For holders of diplomatic, official, or service passports representing their governments in Uruguay. Provides exemption from standard migration regulations.

Diplomatic personnel are exempt from standard entry/exit regulations under Migration Law 18.250 Art. 5; authorities merely verify documentation. Many nationalities that require visas on ordinary passports are visa-free on diplomatic/official/service passports via bilateral agreements. Residencia Legal Temporaria (Temporary Legal Residency)

For foreign nationals settling in Uruguay for work, study, religious activities, or other legally recognized purposes for stays of more than 6 months and up to 2 years.

Fee: 557.30 UI (Unidades Indexadas, adjusted semiannually). Additional: 55.70 UI for identity card; 225.60 UI per re-entry permit. Renewable for equal periods. Requires criminal background certificate, health card, vaccination certificate, proof of activity (work letter, enrollment, or religious affiliation). Online initial submission then in-person at National Migration Directorate (Mercedes 1004, Montevideo). Path to citizenship after 3 years of accumulated legal residency.

Residencia Legal Permanente (Permanent Legal Residency)

For any foreign national intending to reside permanently in Uruguay, regardless of nationality.

Fee: 557.30 UI. Additional: 55.70 UI for identity card; 225.60 UI per re-entry permit. Brazilian and Paraguayan nationals exempt from fees. Requires valid ID/passport, criminal background certificate, health card, vaccination certificate, and proof of income. Residencia Permanente Mercosur

Residencia Temporaria Mercosur

Temporary residency for Mercosur and associated country nationals with at least 5 years of citizenship, allowing a 2-year stay renewable once.

Available to nationals of Argentina, Brazil, Paraguay, Venezuela, Bolivia, Chile, Colombia, Ecuador, Peru, Guyana, and Suriname with 5+ years of citizenship. Permiso TID-Nómades (Digital Nomad Permit)

For self-employed foreign nationals or those employed by companies outside Uruguay who wish to live and work remotely from Uruguay.

Established under Decree 238/022. Duration: 6 months, renewable once for additional 6 months (12 months total). Must first enter Uruguay as a regular tourist. Requirements: online application form, affidavit of financial self-sufficiency, clean criminal record (for extension), Uruguayan vaccination certificate. Documento Especial Fronterizo (Special Border Document)

For Brazilian nationals residing in designated Uruguayan-Brazilian border cities, enabling work, study, or retirement/pension activities in Uruguay.

Valid for up to 5 years, renewable. Exclusively for Brazilian nationals living in designated border cities. Includes coverage for retirees and pensioners. Applied for at the National Migration Directorate.

Vacaciones y Trabajo (Working Holiday)

For young nationals (aged 18-30, up to 35 under some agreements) of countries holding a bilateral Working Holiday agreement with Uruguay to visit primarily for tourism while working temporarily to help fund their stay.

Bilateral agreements in force with Germany, Australia, France, Japan, New Zealand, Netherlands, United Kingdom and Portugal. No cost ('no tiene costo'). Requirements: valid passport, comprehensive health insurance ('seguro de salud integral'), proof of sufficient initial funds, return-ticket capacity, apostilled/legalized criminal-record certificate; no accompanying dependents. Residencia Permanente para Jubilados y Pensionistas (Beneficio Ley 16.340)

Permanent residency pathway for retired or pensioned foreign nationals with foreign-sourced retirement/pension income who wish to settle permanently in Uruguay.

Governed by Ley 16.340, administered by the Dirección Nacional de Migración (Ministerio del Interior). Requires a minimum of USD 1,500/month in foreign pension or retirement income, plus either purchase of residential property worth at least USD 100,000 (non-transferable for 10 years) or holding Uruguayan government securities of equal value in a Central Bank custodial account for 10 years. Benefits: duty-free import of household goods and one vehicle (non-saleable for 4 years) and eligibility for a Uruguayan passport. The benefit procedure itself has no cost.
