Holders of diplomatic and official passports are exempt from both the Kosovo visa fee and the in-person application requirement. Certain countries' diplomatic/service passport holders receive a short-stay visa-free exemption.
Holders of diplomatic and official passports from all countries are exempted from the 40 EUR visa fee and need not apply in person (for C visa purposes). Additionally, holders of diplomatic and service passports from Russia, China, Egypt, Indonesia, and Ukraine receive a full 15-day visa-free entry without any visa application. Kosovo does not issue a separately named 'medical visa'; medical treatment is a recognized purpose of the general short-stay C visa (max 90 days within 180). Requires a prior long-stay D visa (80 EUR, approx. 86 USD) as the entry route, then a temporary residence permit issued by the Ministry of Internal Affairs (MPB). Temporary residence permits are generally valid up to one year and renewable; 5 continuous years lead to permanent-residence eligibility. Distinct from the standard employment-quota D visa in that it targets highly skilled professionals.
