Kosovo D Visa - Family Reunification (Temporary Residence Permit)

Allows foreign nationals to obtain a long-stay D visa as a precursor to a temporary residence permit for family reunification with Kosovo residents or citizens.

The D visa is a long-stay entry visa used to apply for a temporary residence permit. The residence permit means any authorization by Kosovo authorities permitting lawful stay beyond a short-stay visa. The family reunification category is one of three officially documented D visa pathways. Applicants must submit standard visa documents plus additional category-specific PDF-documented requirements. The D (long-stay) visa fee is 80 EUR (approx. 86 USD), higher than the 40 EUR C visa fee. Applications must be lodged at Kosovo Embassy in Tirana or Consulate General in Istanbul.

Kosovo D Visa - Higher Education and Scientific Research (Temporary Residence Permit)

Allows foreign nationals to enter Kosovo for the purpose of higher education studies or scientific research, as a long-stay D visa leading to a temporary residence permit.

One of three officially documented D visa categories for Kosovo. Covers temporary residence for higher education and scientific research. The D (long-stay) visa fee is 80 EUR (approx. 86 USD), though pupils, students and teachers travelling for studies or training may qualify for a fee exemption. Students on short study or training visits may alternatively use the C visa process. Detailed requirements are published in PDF form by the Ministry of Foreign Affairs.

Kosovo D Visa - Employment (Temporary Residence Permit within Annual Quota)

Allows foreign nationals to enter Kosovo for the purpose of employment within the annual employment quota, as a long-stay D visa leading to a temporary residence permit.

One of three officially documented D visa categories for Kosovo. Covers temporary residence for the purpose of working within the annual employment quota. The D (long-stay) visa fee is 80 EUR (approx. 86 USD). Foreign nationals may also register and operate a business in Kosovo to obtain a temporary residence permit for employment/business purposes under Law 08/L-296 on Foreigners (5 years of continuous temporary residence leads to permanent residence eligibility). Detailed requirements are published in PDF form by the Ministry of Foreign Affairs. Applications are accepted at Kosovo Embassy in Tirana or Consulate General in Istanbul.

Diplomatic/Official Passport Visa Exemption

Holders of diplomatic and official passports are exempt from both the Kosovo visa fee and the in-person application requirement. Certain countries' diplomatic/service passport holders receive a short-stay visa-free exemption.

Holders of diplomatic and official passports from all countries are exempted from the 40 EUR visa fee and need not apply in person (for C visa purposes). Additionally, holders of diplomatic and service passports from Russia, China, Egypt, Indonesia, and Ukraine receive a full 15-day visa-free entry without any visa application. No visa fee applies to diplomatic/official passport holders regardless of nationality.

Kosovo C Visa (Medical Treatment)

Allows foreign nationals from visa-required countries to enter Kosovo for short-term medical treatment. Covered under the general short-stay C visa framework.

Kosovo does not issue a separately named 'medical visa'; medical treatment is a recognized purpose of the general short-stay C visa (max 90 days within 180). Applicants supply documents indicating the medical purpose of the journey (e.g. confirmation from the receiving medical institution) plus proof of sufficient financial means and travel medical insurance valid in Kosovo. Fee is 40 EUR (approx. 43 USD). Applications are lodged in person at Kosovo's Embassy in Tirana or Consulate General in Istanbul. Long-term medical care beyond 90 days requires a D visa and temporary residence permit.

Kosovo Blue Card (Temporary Residence for Highly Qualified Employment)

Temporary residence permit for highly qualified foreign nationals with recognized academic qualifications taking up highly skilled employment in Kosovo. Kosovo's EU-acquis-aligned equivalent of the EU Blue Card.

Introduced by Law No. 08/L-296 on Foreigners (in force, replacing Law 04/L-219; full implementation completed 15 March 2026) as Kosovo's EU-acquis-aligned 'Blue Card' for highly qualified workers holding academic qualifications. Requires a prior long-stay D visa (80 EUR, approx. 86 USD) as the entry route, then a temporary residence permit issued by the Ministry of Internal Affairs (MPB). Temporary residence permits are generally valid up to one year and renewable; 5 continuous years lead to permanent-residence eligibility. Distinct from the standard employment-quota D visa in that it targets highly skilled professionals.

Temporary Residence Permit on Humanitarian Grounds

Temporary residence for foreign nationals who qualify to stay in Kosovo on humanitarian grounds recognized under the Law on Foreigners.

Humanitarian grounds are one of the temporary-residence purposes enumerated in Law No. 08/L-296 on Foreigners (alongside employment, secondment, family reunification and education). Permit is issued by the Ministry of Internal Affairs (MPB) and is generally valid up to one year and renewable. Not a nationality-based waiver and not applied for at an embassy as a standard visa.
