Work Permit (Ministry of Social Affairs and Labor Authorization)

Domestic work authorization rather than a consular visa. The official Ministry of Tourism entry-visa page states that granted residence permission is not a license to work and that those who wish to engage in employment in the Syrian Arab Republic must obtain permission from the Ministry of Social Affairs and Labor. The work permit is employer-sponsored (the employer applies on the foreign worker's behalf) and must be held alongside a residence permit. Foreign hiring is legally restricted (permitted only where no suitably qualified Syrian is available; historically capped near 10% of an employer's workforce) under a Ministry of Social Affairs and Labor resolution.
