Residence Permit

Allows non-nationals to reside in Dominica on a temporary basis beyond the initial visitor admission period. Covers general residence including work and family residence purposes.

Fee: EC$250 for CARICOM nationals; EC$800 for non-CARICOM nationals. Applicants must first obtain an Extension of Stay from Immigration and regularize visitor status before applying. Required documents: 2 completed application forms plus medical form, medical certificate (no communicable disease in past 3 years, including HIV test and chest X-ray), two testimonials (one from last employer), banker's statement, police record, proof of return ticket or travel deposit, 2 passport photos, valid passport (6+ months validity), Treasury fee receipt, sponsor letter, marriage certificate (if applicable), and cover letter. Work Permit (Permit to Work)

Authorizes a non-national to take up employment or self-employment in Dominica for a specific employer/role; foreign workers must hold a valid work permit before commencing work.

Application fee EC$250 (approx US$93) for CARICOM nationals or EC$800 (approx US$295) for non-CARICOM nationals, paid at the Treasury. Valid for one year and renewable. A work permit automatically confers residency status if the term of employment exceeds six months. Requires two completed forms plus supporting documents: medical certificate (no communicable disease in past 3 years), employer letter stating job type and wages, police clearance, valid passport (6+ months), passport photos, and (for advertised posts) newspaper clippings advertising the position. Approval rests with the Minister responsible for Labour; applications are processed through the Labour Division. Student Visa

For foreign nationals admitted to pursue a full-time course of study at a recognized educational institution in Dominica.

Applicants generally provide an acceptance/enrolment letter from a recognized institution, proof of sufficient funds, and evidence that course fees are paid. Nationals already eligible for visa-free entry (e.g. Commonwealth, CARICOM, US) may enter without a visa and regularize student status locally. Permanent Residence

Grants indefinite residence to non-nationals who have lawfully resided or been employed in Dominica for at least five years.

Requires 5 years of residence or employment on the island; approval is discretionary under the Minister for Foreign Affairs, Immigration and Labour. Application fee EC$400 (approx US$148) for CARICOM nationals or EC$800 (approx US$296) for non-CARICOM nationals. Citizenship by Investment - Economic Diversification Fund (EDF)

Grants Dominican citizenship through a non-refundable donation to the Economic Diversification Fund, providing full citizenship rights and visa-free access to 140+ countries.

Minimum donation: US$200,000 (single applicant); US$250,000 (main applicant + up to 3 dependants). Additional government fees: processing US$1,000; due diligence US$7,500 (main applicant), US$4,000 (dependants 16+); Certificate of Naturalisation US$500 per person; mandatory interview US$1,000 per person aged 16+. Applications submitted through authorized CBI agents only. Dual citizenship permitted, no residency requirement. Citizenship by Investment - Real Estate

Grants Dominican citizenship through a qualifying investment in approved real estate projects, providing full citizenship rights and a return-generating asset.

Minimum real estate investment: US$200,000 in a government-approved project. Government fees (in addition to investment): US$75,000 (single applicant); US$100,000 (main applicant + up to 3 dependants); additional dependants under 18 US$25,000 each; dependants 18+ US$40,000 each. Due diligence: US$7,500 (main applicant); mandatory interview US$1,000 per person aged 16+. Property must be held for 3 years from citizenship grant date (5 years if future purchaser is also a CBI applicant). Same banned nationality rules apply as EDF option.
