Residencia Temporaria (Temporary Residency)

Residencia Permanente – Solvencia Económica

Permanent residency for foreign nationals who can demonstrate economic solvency, suitable for retirees or those with passive income.

Requires minimum USD 5,000 in a Paraguayan bank or cooperative account as proof of economic solvency. Alternatively accepted: university degree with employment contract, property ownership (minimum 10 hectares), or company incorporation with USD 5,000 capital. Permanent residency granted directly; no separate rentista/retiree category is defined - economic solvency serves this function. Path to citizenship after 3 years of permanent residency.

Paraguay Investor Pass

Permanent residency for foreign investors who make qualifying investments in Paraguay across multiple sectors.

Launched April 17, 2026 via MIC Resolution No. 0283/2026. Four investment modalities: (1) Productive investments from USD 70,000 with at least 5 formal jobs created; (2) Financial instruments (stock market) from USD 200,000; (3) Real estate from USD 200,000 for economic activity; (4) Tourism sector from USD 150,000. Grants permanent residency directly without prior temporary residency. Process is mostly electronic; physical presence required only for national ID card issuance. Dividend tax rate reduced to 8% for residents. Path to citizenship via naturalization after 3 years.

Residencia Permanente para Inversionistas – SUACE

Special permanent residency for foreign investors using Paraguay's Unified System for Business Opening and Closure (SUACE).

Available under Migration Law No. 6984/2022. Grants direct permanent residency without requiring prior temporary residency. Minimum investment amount not published in official sources. Processed through the SUACE business registration platform.

Residencia por Vínculo Familiar

Residency for spouses, children, or dependents of Paraguayan nationals or foreign residents.

Available for spouses of Paraguayan nationals, children of Paraguayan nationals, and minors (with parental authorization). Specific documentary requirements apply per relationship type. Processed through Paraguayan consulates or migraciones.gov.py.

Residencia Precaria

A temporary provisional residency status for foreign nationals while their main residency application is being processed.

Renewable 6-month periods. Requires origin documents and criminal background clearance. Acts as an interim status while permanent or temporary residency is adjudicated.

Visa Diplomática / Oficial

For holders of diplomatic and official passports traveling to Paraguay on official government business.

Visa de Llegada Excepcional (Arrival Visa)

An exceptional visa-on-arrival issued at Silvio Pettirossi International Airport in Asunción for specific nationalities under special circumstances.

Listed as 'excepcional' (exceptional) in the MRE online visa portal under arrival visas. Available exclusively at Asunción's Silvio Pettirossi International Airport. Only applicable to certain nationalities; the January 2026 official migraciones.gov.py document does not confirm specific countries for visa-on-arrival - previously cited countries (Qatar, Vietnam, Thailand, Indonesia) are not confirmed by the 2026 official PDF. Residencia Temporal – Estudiante

Temporary-residence pathway for foreign nationals who come to Paraguay to study (university or other regular studies).

Paraguay has no separate stand-alone 'student visa'; students regularise their stay through Temporary Residency under Migration Law N°6984/2022, valid up to 2 years and renewable. Students demonstrate their basis by presenting a study certificate stating they are a regular student, issued by the faculty, plus proof of payment of tuition/monthly fees (per official migraciones.gov.py requirements). Documents in foreign languages must be translated to Spanish by a certified public translator.

Residencia Temporaria MERCOSUR

Temporary residency for nationals of MERCOSUR member and associate states wishing to settle in Paraguay to carry out lawful activities.

Under the MERCOSUR Residence Agreement (implemented via Migration Law N°6984/2022), citizens of Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia and Ecuador may obtain temporary residency valid for 2 years (not renewable), which can then be converted to MERCOSUR permanent residency. Nationality-based category requiring proof of nationality, criminal-record clearances and the standard documentary set; no employment contract required.

Residencia Permanente MERCOSUR

Permanent residency for nationals of MERCOSUR member and associate states who wish to establish themselves permanently in Paraguay.

Authorization granted to citizens of countries subscribed to the MERCOSUR Residence Agreement (Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia, Ecuador) who wish to reside permanently in Paraguay to carry out lawful activities. The applicant submits the permanent-residency application starting 90 days before the expiration of their MERCOSUR Temporary Admission card.
