Job Search Visa (V4)

For skilled foreign workers whose occupation appears on Rwanda's official Occupations on Demand List (ODL) to visit Rwanda and seek employment.

Available only to skilled workers on the official Occupations on Demand List (ODL). Multiple entries. Status change to work permit (H1) is allowed after finding employment. Work prohibited during the job-search period.

Conference/Meetings Visa (V5)

For foreign nationals attending official conferences, seminars, meetings, or similar events in Rwanda.

Free for nationals of countries with visa waiver arrangements. Work is prohibited beyond the conference scope. Status change is allowed.

Medical Treatment Visa (V7)

For foreign nationals traveling to Rwanda to receive medical treatment, and their care attendants.

Covers the patient and their care attendants. Renewable in cases where continued treatment requires an extended stay. Status change permitted.

Family Visit Visa (V2)

For foreign nationals visiting family members residing in Rwanda.

Single entry at USD 50; multiple entry (90 days) at USD 70. Fee waived for eligible nationals. Status change permitted. Specifications mirror the Holiday/Tourism V1 visa.

Official Visit Visa (V3-1)

For non-accredited foreign government officials making an official visit to Rwanda.

Free of charge. Issued to non-accredited government officials on an official mission. Status change prohibited. Work not permitted beyond the scope of the official visit.

Accredited Diplomat Visa (V3-2)

For foreign diplomatic officials formally accredited to Rwanda.

Free of charge. Valid for 2 years, renewable. Issued to officially accredited diplomatic personnel assigned to Rwanda. Multiple entries permitted.

Visa Waiver – Free Entry (VE-1)

Entry pass issued to nationals of countries with a bilateral visa waiver arrangement with Rwanda, allowing visa-free or free-of-charge entry.

90-day waiver for bilateral agreement nations; 30-day free visa for AU/Commonwealth/La Francophonie members. Issued at border/entry points or diplomatic missions. EAC citizens receive a separate Visitor's Pass (VP-1) rather than this waiver entry.

EAC Visitor's Pass (VP-1)

Free entry pass for citizens of East African Community (EAC) member states, allowing stays of up to six months without a visa.

For citizens of EAC Partner States (Burundi, Kenya, Uganda, Tanzania, South Sudan). Issued free upon arrival. Citizens of Uganda and Kenya may enter on a national ID card. This is a genuine visitor's pass under EAC free-movement obligations, not a standard visa.

Crew Member Visa (VC)

For aircraft or boat crew members entering Rwanda at official entry points in the course of their duties.

Free of charge. Valid for 72 hours. Issued at the entry point. Work beyond crew duties not permitted.

Bridging Visa (V10)

Temporary visa issued to persons whose existing immigration status has lapsed while they regularize their situation in Rwanda.

Maximum 90 days. Intended for status-lapsed visitors pending permit renewal or change of status. Applied for in-country at the Directorate General of Immigration.

Remote Worker Visa (2-year)

Allows qualifying remote workers in priority professional fields to live and legally work in Rwanda for a foreign employer or their own offshore company.

Established under Investment Promotion and Facilitation Law No. 006/2021 of 8 February 2021. Detailed in RRA Investment Incentives document (August 2023), Section XVII (Talent Attraction Incentives). Fee and application portal not published on migration.gov.rw or irembo.gov.rw as of June 2026.

Entrepreneurship Visa (2-year)

Allows foreign startup founders and innovative entrepreneurs and their dependents to reside in Rwanda and establish a business.

Established under Investment Promotion and Facilitation Law No. 006/2021. Detailed in RRA Investment Incentives document (August 2023), Section XVII. No dedicated application portal found on migration.gov.rw or irembo.gov.rw as of June 2026.

Talent Visa (2-year) – International Graduates

Allows qualifying international graduates from recognized higher institutions to remain in Rwanda for up to two years after completing their studies.

Commences from the date of study completion. Established under Investment Promotion and Facilitation Law No. 006/2021. Detailed in RRA Investment Incentives document (August 2023), Section XVII. No dedicated application portal found on migration.gov.rw or irembo.gov.rw as of June 2026.

Person with Assured Income Permit (K Permit)

Residence permit for retired persons and others with a guaranteed passive income who do not intend to be employed in Rwanda.

Minimum age: 55 years. Minimum income requirement: USD 5,000 per month. This is a resident permit, not a visa; applicants must apply in-country after entering Rwanda. Work in Rwanda not permitted.

Business Investor Resident Permit (Temporary)

Resident permits for foreign nationals certified as investors by the Rwanda Development Board (RDB), covering multiple economic sectors.

Multiple category codes depending on sector: mining (A1/A3-1), agriculture (B1/B3-1), manufacturing (F1/F3-1), hospitality (O1/O3-1), IT (W1/W3-1), transport/logistics (X1/X3-1), other (Z1/Z3-1). New permit fee: 150,000 RWF (up to 2 years). Recurring permit fee: 250,000 RWF (up to 5 years). No minimum investment threshold published. Path to citizenship after 15 consecutive years of residence.

Skilled Worker Permit – Occupations on Demand (H1)

Temporary resident work permit for skilled foreign workers whose occupation appears on Rwanda's Occupations on Demand List (ODL) and who hold the required qualifications and relevant work experience.

Fee: 150,000 RWF (approx USD 105). Valid up to 3 years, renewable. No labour-market test required (unlike the H2 sponsored category). Requires an employment contract, certified academic certificates, employer recommendation, CV and police clearance. A 90-day Job Search Visa (V4) is available to ODL workers before securing employment.

Sponsored Skilled Worker Permit (H2)

Temporary resident work permit for skilled foreign workers sponsored by a specific Rwandan employer who hold the required qualifications and relevant work experience.

Fee: 150,000 RWF (approx USD 105). Valid up to 2 years, renewable. Tied to a specific sponsoring employer. Requires certified academic certificates, an employment contract, employer recommendation, CV and police clearance.

Government/Public Institution Employment Permit (E1)

Work permit for foreign nationals contracted by the Government of Rwanda, tertiary institutions or parastatals.

Fee: 150,000 RWF (approx USD 105). Valid up to 2 years, renewable. Requires a government/institution contract, application letter, certified academic certificates, police clearance (last 6 months) and a detailed CV.

Technical Assistance Employment Permit (E2)

Work permit for foreign nationals providing technical expertise or assistance under a bilateral or cooperation agreement.

Fee: 100,000 RWF (approx USD 70). Valid up to 2 years, renewable. Requires a MINAFFET recommendation, Note Verbale, police clearance, certified academic certificates and CV.

Journalist/Media Permit (H3)

Work permit for foreign journalists and media representatives accredited by the competent Rwandan authority.

Fee: 150,000 RWF (approx USD 105). Valid up to 2 years, renewable. Requires media accreditation, an employment contract, recommendation letter, police clearance and CV.

Semi-Skilled Regional Worker Permit (H4)

Work permit for semi-skilled workers or artisans who are nationals of a country within the region (EAC/regional bloc).

Fee: 50,000 RWF (approx USD 35) - reduced fee for regional nationals. Valid up to 2 years, renewable. Requires an employment contract, police clearance, CV and employer recommendation.

International/Regional Organisation Staff Permit (H5)

Work permit for foreign staff employed by an international or regional organization operating in Rwanda.

Fee: 150,000 RWF (approx USD 105). Valid up to 2 years, renewable. Requires a MINAFFET recommendation, Note Verbale, police clearance, academic certificates, CV and employment contract.

Special Agreement/Reciprocity Employment Permit (H6)

Work permit for foreign employees admitted under a special agreement or reciprocity arrangement between Rwanda and their home country.

Fee and validity are set on a reciprocal basis per the underlying bilateral agreement. Requires an employment contract, certified academic certificates, police clearance, CV and recommendation letter.

NGO Employee Permit (N2)

Work permit for foreign nationals employed by a Non-Governmental Organization registered in Rwanda.

Fee: 150,000 RWF (approx USD 105). Valid up to 2 years, renewable. Requires an employment contract, RGB (Rwanda Governance Board) registration certificate, employer recommendation, certified academic certificates, police clearance and CV.

Professional Player/Artist Permit (C2)

Work permit for professional foreign athletes, players and entertainers/artists engaged in Rwanda.

Fee: 100,000 RWF (approx USD 70). Valid up to 2 years, renewable. Requires an employment/engagement contract, CV, recommendation letter and police clearance.

Multinational/Regional Company Employee Permit (Q1)

Work permit for a foreign employee of a multinational or regional company that maintains its international or regional office in Rwanda.

Fee: 150,000 RWF (approx USD 105). Valid 1 year, renewable only under exceptional circumstances. Requires proof of company affiliation, the foreign employment contract, police clearance, CV and recommendation letter.

Refugee Worker Permit (J)

Work permit for a foreign worker holding refugee status in another country who has secured employment in Rwanda.

Fee: 150,000 RWF (approx USD 105). Valid up to 2 years, renewable. Requires an employment contract, certified academic certificates, CV, police clearance and recommendation letter.

Student Permit (U1)

Residence permit for foreign nationals enrolled to study at a school or institution of learning in Rwanda.

Fee: 20,000 RWF (approx USD 14). Valid 1 year, renewable. Requires a travel document valid 6+ months, a school recommendation/admission letter, a sponsorship letter and police clearance (applicants aged 18+).

Occupational Trainee Permit (U2)

Residence permit for foreign nationals undertaking training, an internship or academic research in Rwanda to enhance professional skills.

Fee: 50,000 RWF (approx USD 35). Valid 1 year, renewable. Requires a university recommendation, internship/training agreement, CV, academic transcript and police clearance (18+).

Professional Research Permit (H7)

Residence permit for foreign professional researchers who are not accredited to or affiliated with a Rwandan school, vocational or research institution.

Fee: 150,000 RWF (approx USD 105). Valid up to 2 years, renewable. Requires certified academic certificates, a research permit from the competent Rwandan authority, police clearance (last 6 months), CV and a recommendation.

Student Holiday/Graduate Work Permit (P2)

Work permit allowing higher-education students to work during holidays and recent graduates to take up employment in Rwanda.

Fee: 20,000 RWF (approx USD 14). Valid 1 year. Requires an employment contract, CV, academic certificate, employer recommendation and police clearance (last 6 months).

Dependent Pass (M1/M2/M3)

Residence pass for the spouse, children and dependent family members of a Rwandan citizen (M1), a temporary resident permit holder (M2) or a permanent resident permit holder (M3).

M1 (dependent of a Rwandan) and M3 (close relative of a permanent resident) are valid 3 years; M2 (dependent of a temporary resident) matches the principal's validity. Fee is 50% (half) of the fee paid by the principal applicant. Requires an application letter, marriage/birth/adoption certificate and police clearance (18+). M2 dependents also submit a copy of the principal's identity card.
