Belarusian passport holders need an approved eTA (electronic travel authorisation) before travelling to Latvia, but not a full visa.
Latvia introduced an Electronic Travel Declaration system from 1 September 2025 (amendment to Article 4.4 of the Immigration Law). Third-country nationals who are not citizens of an EU member state, NATO member state, OECD member state, EEA country, Swiss Confederation or Brazil, AND who do not have a valid Latvian visa or residence permit, must submit the declaration at least 48 hours before arrival via eta.gov.lv. Note: ETA exemption is based on EU/NATO/OECD/EEA/Swiss/Brazil bloc membership, NOT identity with the ordinary-passport visa-free list. Turkey (NATO member) is ETA-exempt even though Turkish ordinary passport holders are NOT on the ordinary visa-free list. Exempt nationals include all visa-free countries plus Turkey. When submitting documents you need to know the number of the invitation. - The invitation on the company's letterhead must be provided in the original in Latvian language and contain the following data: - registration number of the legal entity; - information about a foreigner: name and surname in Latin transcription (as in a passport), citizenship, gender, date and place of birth, address, information about the occupation of the guest; the number of the travel document of the invited foreigner; - purpose of the trip; travel time and stay in Latvia, place of stay in Latvia, the intended place of application for a visa; - commitments on the compliance of the purpose of entry and stay with the documents submitted for obtaining a visa, responsibility for leaving at a specified time, and the obligation to cover the costs of medical care, stay in the Republic of Latvia and return to the country of residence if the need arises; - a legal entity can indicate in a letter its obligation to cover expenses related to staying in the Republic of Latvia or in the Republic of Latvia and in the territory of another country participating in the Schengen Agreement. 4.2 Contract between the Belarusian company and a partner company in Latvia (copy) 4.3 A copy of the contract on the basis of which international road transport is performed. 4.4 Registration certificate of the employing company. 4.5 License or permit for long-distance transport of goods or passengers. 4.6 Letter from an employer company sending a driver to Latvia to issue a Schengen visa to a driver engaged in international transportation, indicating the purpose, duration and number of trips, as well as an obligation to finance the employee. - Health insurance policy To obtain a Schengen visa, a health insurance policy should be submitted: - the policy should be valid throughout the territory of the Schengen Agreement (and filled in with typed text); - the minimum insurance amount should be 30,000 euros and cover expenses related to providing emergency medical assistance and/or treatment in case of disease; it should also cover repatriation expenses if a foreigner dies; - if a foreigner plans to enter Latvia once or twice , he/she will have to provide a valid foreign health insurance policy covering the entire intended period of stay, also including an additional period of 15 days; - if a foreigner plans to enter Latvia more than twice , he/she will have to provide a valid foreign health insurance policy covering the period of the first intended visit. - Certificate from the employer confirming the employee’s position and employment starting date.
