For otherwise-inadmissible foreign nationals with a compelling reason to travel. Can be requested at a port of entry (may be granted same-day, in minutes) or, for applicants outside Canada, requested as part of a standard visitor visa/study permit/work permit application submitted to a visa office (the TRP fee is paid separately from the underlying application fee). Processing fee is CAD 246.25 (raised from CAD 239.75 in Dec 2025), non-refundable if refused. May be issued for a single or multiple entries and for a limited validity (commonly up to 3 years) at officer discretion, and can be cancelled by an officer at any time. Distinct from the standard visa/permit categories already listed.
