Entry visa is issued for the 'labor' purpose. A separate work permit must be obtained from the State Migration Service. Employer must demonstrate no available qualified Azerbaijani citizens. Some categories are exempt from the work permit requirement (diplomatic staff, international organization staff, highly skilled migrants, athletes, etc.).
