The work permit is employer-sponsored (the employer applies on the foreign worker's behalf) and must be held alongside a residence permit. Foreign hiring is legally restricted (permitted only where no suitably qualified Syrian is available; historically capped near 10% of an employer's workforce) under a Ministry of Social Affairs and Labor resolution.
