Papua New Guinean passport holders can get a visa on arrival for Samoa (up to 90 days), so no visa is needed before travelling.

All foreign passport holders (except US Nationals of American Samoa) are issued a gratis 90-day Visitor's Permit upon arrival in Samoa.
