Must be applied for in person with the Inspector-in-Charge of Immigration before the stay granted at the port of entry expires. Allows bona fide in-transit passengers and tourists in possession of a valid return ticket to enter Dominica without a visa for up to 21 days.
Applies to any nationality. Applicant must hold a valid return ticket and have no intent to remain beyond 21 days. Cruise/tourist vessel passengers are also exempt for the duration of the port call. This is a conditional exemption, not an unconditional nationality-based visa-free grant. The mandatory free ED Card (edcard.dominica.gov.dm) must still be completed before travel.
