ETIAS (European Travel Information and Authorisation System) will be mandatory for all visa-exempt third-country nationals entering Schengen area including Hungary. Confirmed for Q4 2026 launch, with a 6-month transitional period (travellers meeting all other entry conditions will not be refused entry solely for lacking ETIAS during transition, extending into approximately April 2027). DOCUMENTS VERIFYING THE PURPOSE OF RESIDENCE - The purpose of residence can be proved by a voluntary contract concluded with the host organization. DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY The requirement of subsistence may, in particular, be verified by: - a certificate from a credit institution under the applicant’s name (e.g. a bank account statement, an account statement on savings or stocks and bonds, bank balance statement), - a document on regular income issued by the employer or the tax authority, - a notarised declaration by a family member of the applicant's undertaking to provide maintenance and care for the applicant, and a document proving his/her capacity for the care and maintenance, - any other credible evidence. NOTIFICATION OF GENUINE HUNGARIAN HOME ADDRESS Applicants of residence permits for the purpose of voluntary activities are required to indicate in the application form a genuine Hungarian address as a place of accommodation. For the notification no separate document is required. COMPREHENSIVE HEALTH INSURANCE POLICY The applicant shall provide proof of having access to comprehensive health insurance services (in particular on the basis of specific other legislation on the social security system, international agreement, or under specific agreement), or that he/she has the necessary financial resources to cover the costs of such services. Travel insurance can be attached in every case as an additional supporting document, mainly for covering the initial period of stay in Hungary. The conditions of exit may be verified by: - a valid passport or the permits necessary for the third-country national for returning to his/her country of origin, or to the country he/she indicates; - and a valid ticket for departure, or sufficient funds to purchase such a ticket, or a means of transport lawfully used by the third-country national. Enclosed with the application the third-country national is required to provide a statement undertaking the commitment of voluntary departure from the territory of the Member States of the European Union if the application is refused. According to the Hungarian immigration law, an application for residence permit may be submitted to any consulate officer of Hungary located in the country where the applicant’s permanent or temporary residence is located, or in the country of the applicant’s nationality. Third Country citizens can apply documents for Residence Permit (National Visa D) in Russia. The right of residence in Russia has to be verified with visa/residence permit, and the copy of registration in Russia. Additional information can be found on the website ofDirectorate-General for Aliens Policing (oif.gov.hu ↗). During the process, the immigration authority may request further documents, apart from the mandatory enclosures, for ascertaining the relevant facts of the case, and may take further procedural steps as well. The administrative time limit shall not include the length of time between the receipt of the notice for remedying deficiencies until the time of compliance. Proof of the real and actual operation of the employer must be certified. - If the applicant runs a company with proven profits from Hungary, a document stating: - the real and actual operation of the company, - the job title and position held by the applicant in the company, - the scope of the company's activities, and - his/her ownership of shares in the company. The real and actual operation of the company can be verified by: - a document certifying the registration of the company by the public authorities, - an authentic instrument or a certificate from the tax authorities proving regular income or profit, - other credible means. DOCUMENTS IN PROOF OF MEANS OF SUBSISTENCE IN HUNGARY The third-country national is considered to have sufficient resources to cover his/her subsistence if the third-country national's monthly legal income is equal to or exceeds EUR 3,000 net for at least 3 months prior to entry.
