ASAN e-Visa (Tourism)
Allows foreign nationals to enter Azerbaijan for tourism and leisure purposes. Issued electronically via the ASAN Visa system.
State fee $20 USD (confirmed by US State Dept travel.state.gov as of June 2026; azerbaican.az lists $20 + $3 service fee). Standard processing: 3 working days; urgent processing: 3 hours (available 24/7 including holidays). Available to nationals of approximately 90+ countries as listed at evisa.gov.az/countries. Single entry, 30 days stay. Registration required within 15 days for stays exceeding 15 days.

Labor (Work) Entry Visa
Allows foreign nationals to enter Azerbaijan for the purpose of taking up employment. Must be combined with a work permit issued by the State Migration Service.
Entry visa is issued for the 'labor' purpose. A separate work permit must be obtained from the State Migration Service. Work permit is valid for 1 year (or the duration of the employment contract if shorter); extendable for up to 1 year per extension (up to 2 years in liberated territories). Employer must demonstrate no available qualified Azerbaijani citizens. Some categories are exempt from the work permit requirement (diplomatic staff, international organization staff, highly skilled migrants, athletes, etc.).

Allows foreign nationals to enter Azerbaijan for educational or scientific purposes, including enrollment at Azerbaijani educational institutions.
Issued for the 'science and education' purpose category under ordinary entry visas. Students enrolled full-time at Azerbaijani institutions are also eligible for a Temporary Residence Permit. Multi-entry variants valid up to 2 years may be available for long-term study.

Issued to foreign officials holding diplomatic or service (official/special) passports traveling to Azerbaijan for official purposes. Citizens of 79 countries with bilateral agreements may enter visa-free on these passport types.
Diplomatic and service visas form a separate category from ordinary visas. Holders of diplomatic/service passports from 79 countries (Group I per MFA PDF, April 29 2026) enter visa-free for 30 or 90 days depending on the bilateral agreement. Libya temporarily suspended. For non-exempt countries, diplomatic/service visa must be obtained in advance from Azerbaijani diplomatic missions.

Grants temporary residence in Azerbaijan to foreign nationals who make qualifying investments in real estate, bank deposits, government securities, or the general economy.
Minimum investment thresholds (in AZN): real estate >= AZN 100,000; fixed-term bank deposit >= AZN 100,000; government or state-majority-company securities >= AZN 100,000 nominal value; or general economic investment >= AZN 500,000. Initial permit issued for up to 1 year (3 years for highly skilled migrants); extendable by up to 2 years each time. After 2 years of temporary residence, eligible to apply for permanent residence permit.

Grants temporary residence in Azerbaijan to foreign nationals who are recognized as highly qualified specialists in fields of economy, industry, military, science, culture, or sports.
Initial permit for up to 3 years; extendable for up to 3 years per extension. Requires a justified application from the inviting Azerbaijani authority, enterprise, or organization. Exempt from work permit requirement. After 2 years of continuous temporary residence, eligible to apply for permanent residence.

Allows nationals of eligible countries to obtain a 30-day single-entry visa upon arrival at international airports of Azerbaijan without pre-applying.
Available at international airports for nationals of: Qatar, Oman, Saudi Arabia, Bahrain, Kuwait, Japan (fee reportedly waived), Indonesia, Iran, China, South Korea, Malaysia, Israel, UAE, Singapore. UAE nationals with residence permits can use the conditional UAE-resident-visa VOA channel. Japanese fee reportedly waived. Several of these nationalities (Saudi Arabia, Oman, Bahrain, Kuwait) are also currently visa-free under Group IV (Feb 15 2026–Feb 15 2027). US citizens on New York-Baku flights can also obtain an airport visa.

Allows holders of a valid UAE residence permit to obtain a visa at international airports of Azerbaijan without pre-applying.
Conditional on holding a UAE residence permit (resident visa) with at least 6 months remaining validity. Traveler must hold a valid passport (not a travel document) valid for at least 4 months. Excludes nationals of Syria, Iraq, and Afghanistan. Issued at international airports only.

Long-validity ordinary entry visa allowing several entries into Azerbaijan for business, labor, study, family or other approved purposes; issued by Azerbaijani diplomatic missions abroad rather than through the single-entry e-visa system.
Per the Ministry of Foreign Affairs, Azerbaijan issues ordinary entry visas as either single-entry (validity up to 90 days, one entry-exit) or multiple-entry (validity up to 2 years, several entries during the period). The single-entry ASAN e-visa covers short tourist/business trips; the multiple-entry ordinary visa (validity up to 2 years) is obtained from Azerbaijani diplomatic missions and suits long-term or repeat travel. A visa has three categories: diplomatic, service, and ordinary.

Authorization issued by the State Migration Service allowing a foreign national to engage in paid employment in Azerbaijan. Required in addition to the labor entry visa and applied for by the employer on the employee's behalf.
Every able-bodied foreigner over 18 wishing to work for pay must hold a work permit, applied for by the employer. Valid for 1 year (or the labor contract duration if shorter); extendable for up to 1 year each time (up to 2 years in liberated territories). Employer must request extension at least 30 days before expiry. Exempt categories include permanent residents, highly skilled migrants, entrepreneurs, diplomatic and international-organization staff, and professional religious workers. Distinct from the labor (work) entry visa, which authorizes entry; the work permit authorizes employment.

Grants temporary residence to foreign nationals who have a close family relationship with (or are married to) an Azerbaijani citizen, or who are a family member of a foreigner lawfully residing in Azerbaijan.
A statutory ground for the temporary residence permit ('Permission card for temporary residence on the territory of the Republic of Azerbaijan') is a close family relationship with an Azerbaijani citizen (including spouse) or being a family member of a foreigner already holding a residence permit. Initial permit up to 1 year; extendable up to 2 years each time. After 2 years of continuous temporary residence, eligible to apply for permanent residence.

Grants permanent residence status to foreign nationals who have lawfully held a temporary residence permit for at least 2 continuous years and meet a qualifying ground (family, investment, employment, entrepreneurship, etc.).
Official name: 'Permission card for permanent residence on the territory of the Republic of Azerbaijan'. Requires at least 2 years of continuous temporary residence under a qualifying ground. Issued for 5 years; renewable for further 5-year periods. Grounds include close family relationship with an Azerbaijani citizen, qualifying investment, highly qualified specialist status, foreign-company branch executive positions, and entrepreneurship meeting turnover requirements.
