Residence Permit for an Employed Person (Työntekijän oleskelulupa)

For non-EU/EEA nationals coming to Finland to work in occupations not covered by sector-specific permits (e.g. cooks, cleaners, nursing assistants). Requires employer sponsorship and may require a labour market test.

Applied via Enter Finland online portal (application TTOL); identity verified in person at Finnish diplomatic mission within 3 months. Employer submits employment terms via Enter Finland for Employers. May require an availability (labour market) assessment to verify no available EU/EEA worker. Electronic application fee EUR 750 (EUR 950 on paper), confirmed on migri.fi 2026-07. D visa valid 100 days can be applied simultaneously for early travel. Permit valid typically up to 2 years, renewable.

Specialist Residence Permit (Fast Track)

For highly qualified non-EU/EEA specialists with special expertise, including IT specialists and higher education graduates, coming to work in Finland on employment requiring special skills.

Salary requirement minimum EUR 3,937/month (2026). First permit only; must apply from outside Finland. Online application fee EUR 530. Fast-track processing maximum 2 weeks from identity verification at Finnish mission (within 5 working days). Spouse and children may apply simultaneously. D visa valid 100 days granted simultaneously.

EU Blue Card (Fast Track)

For highly qualified non-EU/EEA professionals with a higher education degree (minimum 3 years) or 5 years equivalent professional experience, employed in Finland under a qualifying employment contract.

Salary requirement minimum EUR 3,937/month (2026). Employment contract must be at least 6 months. First permit only. No labour market test. Fee approximately EUR 380 online (per EC immigration portal). Valid up to 2 years or employment duration + 3 months, whichever shorter. EU Blue Card enables mobility to other EU states after 18 months.

Intra-Corporate Transferee (ICT) Residence Permit - Specialist/Manager

For specialists and managers transferred within a multinational company to work at a Finnish entity of the same corporate group.

Fast-track processing available (2 weeks). Governed by EU Directive 2014/66/EU (ICT Directive). First permit only. Specific fee not confirmed during research (migri.fi returned 403).

Seasonal Worker's Permit/Visa

For non-EU/EEA nationals coming to Finland for seasonal agricultural or tourism work (e.g. plant growing, forestry, festival work) for up to 9 months.

Stays under 90 days: apply for seasonal work visa at Finnish embassy/consulate. Stays 90–270 days: apply to Finnish Immigration Service (Migri) via Enter Finland. Maximum permitted stay is 9 months (270 days). Employer must apply for a seasonal work notification first via TE Services.

Job Seeker / Post-Graduation Residence Permit

Allows foreign graduates who completed a degree in Finland to remain for up to 2 years to seek employment. Also available for those who have graduated from a Finnish institution within the last 5 years.

Must have completed a degree program in Finland. Can be applied within 5 years of student permit expiration. Valid up to 2 years. Does not require a job offer at the time of application. Once employment is obtained, must switch to a work-based residence permit.

Researcher Residence Permit

For non-EU/EEA researchers coming to Finland to conduct scientific research at a Finnish research organisation under a hosting agreement.

Based on EU Directive 2016/801. Requires a hosting agreement with an approved Finnish research institution. Family members eligible for simultaneous permit. Specific fee not confirmed during research.

Student Residence Permit (A - Continuous)

For non-EU/EEA students enrolled in a higher education degree programme at an approved Finnish institution. Granted for the full duration of the degree programme.

Requires acceptance letter from approved Finnish educational institution, proof of funds (min EUR 800/month, approx EUR 9,600/year), health insurance (deductible max EUR 300), and paid tuition or scholarship proof. Applied via Enter Finland; identity verified in person at Finnish mission within 3 months. Type A permit (continuous). D visa valid 100 days may be issued simultaneously. Student Residence Permit (B - Temporary)

For non-EU/EEA students on exchange programmes, supplementary training, or other non-degree study at an approved Finnish institution.

Type B permit (temporary) for exchange or short-programme students. Same financial and documentation requirements as degree-programme permit. Validity matched to study duration.

Family Reunification Residence Permit

Allows non-EU/EEA family members (spouse, minor children, and in limited cases other dependants) to join a family member residing legally in Finland.

Eligible family members: spouses (including registered partners and cohabitants of 2+ years), unmarried minor children (under 18), parents of minors in Finland. Sponsor in Finland and/or applicant often required to demonstrate sufficient income. Children whose guardian(s) hold permanent permits (P) or long-term EU resident permits (P-EU) may receive permanent permits directly. Must apply from abroad before first entry for first permit.

Entrepreneur's Residence Permit

For non-EU/EEA nationals establishing or operating a business in Finland as a sole proprietor, partner in a general or limited partnership, or active owner-operator of a company.

Applicant must actively work in the company in Finland (not merely own it). Business must be profitable with income sufficient for livelihood (min approx EUR 1,030–1,210/month net, 2026). ELY Centre/elinvoimakeskus.fi assesses profitability before Migri decides on the permit. Must register business in Trade Register before applying. Cannot hold permit solely for investment/ownership.

Start-up Entrepreneur's Residence Permit (Fast Track)

For founders of growth-oriented startup companies in Finland. Requires a positive eligibility statement from Business Finland confirming the startup's growth potential.

Two-phase process: obtain positive Eligibility Statement from Business Finland (processing ~1 month; statement valid 4 months at time of application), then apply to Migri. Fast-track option: maximum 2 weeks. First permit only; cannot already be in Finland. Valid 2 years. Monthly net income requirement min EUR 1,030–1,210 (2026). D visa valid 100 days granted simultaneously.

Permanent Residence Permit (P)

Grants indefinite right of residence in Finland to non-EU/EEA nationals who have resided in Finland legally and continuously for the required period.

UPDATED 8 January 2026 (Aliens Act amendment): General requirement is now 6 years of continuous legal residence in Finland, with at least 2 years of work history in Finland and satisfactory Finnish or Swedish language skills (level B1). Alternative paths: (a) 4 years continuous residence with annual income over EUR 40,000; or (b) 4 years continuous residence with at least 3 years of work history in Finland and particularly good Finnish or Swedish language skills (level C1). Applications submitted before 8 January 2026 were assessed under the prior 4-year rule. Continuous permit (A) must have been held. Permanent permit card renewed every 5 years but permit itself does not expire. Long-Term EU Resident Permit (P-EU)

EU-harmonised long-term residence status for non-EU/EEA nationals who have resided legally in Finland for 5 consecutive years. Facilitates mobility to other EU member states.

Based on EU Directive 2003/109/EC (Long-Term Residents Directive). Requires 5 continuous years of legal residence. Holder may move to and work in other EU member states under simplified procedures. Card renewed every 5 years but status is permanent.

Temporary Protection Residence Permit

Grants temporary protection to displaced persons who have fled a country in a mass displacement situation (e.g. war) and cannot return safely - currently applied to Ukrainian nationals.

Based on EU Temporary Protection Directive 2001/55/EC. Activated by EU Council decision. Currently in effect for Ukrainian nationals displaced since 24 February 2022. Fee-free. Granted for 1 year initially, renewable while protection is in force. Holder is entitled to accommodation, healthcare, schooling, and work in Finland.

D Visa (National Long-Stay Visa)

Allows entry into Finland while awaiting the physical residence permit card. Valid for travel to Finland so the permit card can be collected; does not in itself grant residence.

Issued simultaneously with the main residence permit application. Valid 100 days. Enables holder to travel to Finland before the residence permit card is issued and mailed. Also valid for transit in other Schengen states to reach Finland (Schengen Borders Code Art. 6). Cannot be used for extended Schengen travel - only for entry into Finland.

Working Holiday Residence Permit

For young citizens of Australia, New Zealand, Japan, and Canada coming to Finland primarily for a holiday, with the option to work as a secondary purpose of the stay.

Available ONLY to citizens of the four countries with which Finland has a reciprocal agreement: Australia, New Zealand, Japan, and Canada. Age limits: 18-30 for Australia and Japan; 18-35 for New Zealand and Canada. Applicant must not have held a Finnish Working Holiday permit before, must have a departure ticket or funds to buy one, sufficient funds (about EUR 2,450 for the first 3 months), and (for NZ/Japan/Canada citizens) valid insurance for the whole stay. Family members/dependants cannot accompany on this basis. Granted for a maximum of 12 months; first permit applied for abroad, extension only from within Finland. Holiday must be the primary purpose. Work restrictions: Australian citizens may work max 9 months per 12-month trip and max 3 months per employer; New Zealand, Japan, and Canada citizens have unrestricted right to work. Online (Enter Finland) application fee EUR 530 (EUR 630 on paper); New Zealand citizens pay NO processing fee under the 1973 Finland-New Zealand visa-abolition agreement.

Au Pair Residence Permit

For young people coming to live with a Finnish host family to learn Finnish/Swedish language and culture in exchange for light housework and childcare.

Applicant must be 17-30 years old. Purpose is cultural and language exchange; au pair duties (light housework) must be arranged so the au pair can attend Finnish or Swedish language classes. Requires basic knowledge of, or intention to study, Finnish/Swedish language or culture. Maximum stay one year (not extendable beyond one year in au pair status). Requires a written host-family agreement, a medical certificate (under 3 months old) confirming no infectious disease, a criminal-record document, and health/accident insurance for the whole stay. First permit applied for abroad via Enter Finland. Online application fee EUR 530 (EUR 630 on paper).

Residence Permit for an Athlete, Coach or Referee

For professional athletes, coaches, and referees coming to Finland to work in sport on the basis of an offer of employment or engagement with a Finnish sports organisation.

Must have a job/engagement before applying. Salary from sport must be at least approximately EUR 1,149/month (migri.fi, 2026) and income must come mainly from the sport work covered by the permit. Coaches and referees additionally need relevant work experience or education, and the employer must confirm the applicant has the required professional skills. Athletes, coaches, and referees may work WITHOUT a residence permit if the work lasts a maximum of 90 days. Residence Permit for Internship / Traineeship

For non-EU/EEA nationals coming to Finland for a paid or unpaid internship, traineeship (e.g. Erasmus+), or apprenticeship training.

Covers internships, traineeships through a training programme such as Erasmus+, and apprenticeship training (education taking place mainly at a workplace). Granted for a maximum of 18 months. A paid internship always requires this residence permit and a signed employment contract stating the salary, plus employer assurance that the internship does not replace a regular job. An unpaid intern may work without a residence permit for a maximum of 90 days if residing in Finland visa-free, on a visa, or on another EU member state's residence permit.
