Resident Permit

Required for all foreign nationals wishing to remain in Liberia beyond 90 days, covering long-term residence including work, study, or family.

Apply via rp.lis.gov.lr. Fees vary by nationality: Non-African USD 750, Non-ECOWAS African USD 600, ECOWAS Citizen USD 150. Renewal fees: Non-African USD 350, Non-ECOWAS African USD 300, ECOWAS Citizen USD 100. Replacement (lost/stolen): USD 50-100. Status adjustment (employer/address change): USD 100-400. Processing takes approximately 2 weeks after biometric appointment. In-person biometric appointment required. Each dependent must apply separately. Fees are non-refundable. Appointment can be rescheduled maximum twice.

Re-entry Permit Card

Permits foreign nationals already in Liberia to leave and re-enter multiple times during their approved stay without applying for a new Visa on Arrival each trip.

Applied for via the dedicated LIS portal reentryvisa.lis.gov.lr (biometric enrolment done in person in Monrovia). The card is valid for 6 months or 1 year and allows multiple entries; holders must still exit after 90 days and re-enter to continue their stay. Two types: RESIDENCE (for holders of a valid Liberian residence permit) and SPECIAL (for other foreigners without a residence permit). A Visa on Arrival must be obtained first. Fee not published on the official portal. Requires a passport valid 6+ months. Employment Permit - Category A (Formal Sector)

Mandatory work authorization for foreign nationals (aliens) employed in the formal sector - institutions, corporations, partnerships, other entities and self-employed aliens.

Issued by the Ministry of Labour (MoL) under Regulation No. 17 (Labour Employment Permit Regulation, 2025). All foreigners must hold a valid work permit before starting work. Category A (formal-sector employment) fee: USD 1,000 per the 2025 regulation; note the MoL announced a fee increase for ordinary/regular work permits to USD 3,000 in September 2025 (other categories to be revised later). Valid one calendar year from issuance, reviewed/renewed annually. A work permit does not by itself confer residence - workers must also obtain a Resident Permit (rp.lis.gov.lr) and register with LIS Alien Registration. Applications are handled via the MoL work-permit portal (workpermit-liberia.com, contractor-operated).

Employment Permit - Categories B/C/D (Informal Sector & Special)

Work authorization for foreign nationals in the informal sector and special cases: ECOWAS and other African nationals, government-contract workers, humanitarian/religious workers, and spouses of resident Liberian citizens.

Reduced-fee Ministry of Labour permit categories under Regulation No. 17 (2025): Category B - ECOWAS citizens in the informal sector, USD 100; Category C - non-ECOWAS Africans in the informal sector, USD 200; Category D - aliens under written contract with the Government of Liberia, employed by religious/humanitarian/not-for-profit organizations, OR married to resident Liberian citizens, USD 200. Valid one calendar year, renewed annually. Category D is the pathway used by spouses of Liberian citizens who wish to work. A separate Resident Permit and LIS alien registration are also required for stays beyond 90 days. fee_usd shown is the USD 200 tier (Categories C/D); Category B is USD 100.

Border Crossing Pass

Allows residents living near Liberia's land borders to conduct routine daily cross-border activities without a full visa, under regional free-movement agreements.

Issued by the Liberia Immigration Service to individuals living close to a land border who conduct daily cross-border activities, per ECOWAS/Mano River Union regional agreements. Fee, validity, and detailed eligibility are not published on the official LIS portal. Distinct from the e-VoA (airport) and resident-permit categories.

Family Visit Visa (Consular / Embassy-Issued)

Visiting family or relatives in Liberia, for nationals of countries where a Liberian embassy or consulate exists and who must apply at the mission rather than use the e-VoA.

'Family visit' is one of the official Purpose-of-Trip categories on the Liberian visa application form (revised 2025-04-15) and is issued through the standard 'Regular' consular visa channel (Liberian missions issue only Diplomatic, Official, or Regular visas). Same validity-tiered fees as the consular tourist/business visa: single-entry 1-3 months USD 70; multiple-entry 1 year USD 150; 2 years USD 250; 3 years USD 350 (US citizens USD 180 for a 3-year multiple-entry visa). Typically supported by an invitation letter from the host/relative in Liberia; passport valid 6+ months and yellow fever vaccination certificate required. Standard processing ~12 working days; expedite +USD 75 (same-day) or +USD 50 (next-day). Issued to nationals of the ~23 countries with a Liberian mission (not eligible for e-VoA). ECOWAS citizens are visa-exempt. Note: foreign spouses of resident Liberian citizens who wish to WORK use Ministry of Labour Employment Permit Category D, and residence beyond 90 days requires a Resident Permit (rp.lis.gov.lr).

Diplomatic and Official Visa (Consular / Embassy-Issued)

For accredited diplomats and foreign government officials (and their immediate family and personal/household staff) travelling to Liberia solely on official duties.

One of the three visa types Liberian missions issue ('Visas issued are one of the following types: Diplomatic, Official, or Regular'). Intended for diplomats and other foreign government officials travelling to Liberia 'solely to engage in official duties or activities on behalf of their national government'; immediate family members and personal employees/attendants/domestic workers of eligible officials also qualify. Requires a diplomatic (verbal) note from the sending government stating name, date of birth, position, assignment location, purpose, travel dates and anticipated length of stay, plus a passport valid 6+ months and a completed application form with photo. Holders of diplomatic and official passports presenting a verbal note are exempt from visa fees (fee_usd 0). Interviews are generally waived for diplomats (may be required for personal employees/domestic workers). Distinct from Liberia's bilateral diplomatic/official-passport visa-waiver agreements with the UAE, South Africa and China (recorded under conditional_access).
