Most employment requires prior authorisation from the Estonian Unemployment Insurance Fund and, unless exempt (e.g. ICT, start-up, top specialists), counts against the annual immigration quota. The long-stay D visa for studies is used to enter Estonia while this residence permit covers the full study period.
