Ordinary Visitor Visa (Employment Purpose) / Non-Resident Worker Authorization

Required for foreign nationals who intend to work in Macau as non-resident workers; the visa is obtained through a PRC diplomatic mission and is tied to an employment authorization issued by Macau authorities.

Required documents: completed application form, passport copy, and copy of employment authorization issued by Macau authorities. The employment authorization must be obtained from the competent Macau department before the visa is applied for. Non-resident workers are issued a Non-resident Worker's Identification Card upon entry. Stay duration determined by the employment authorization period.

Ordinary Visitor Visa (Study Purpose)

Issued to foreign nationals enrolling at higher education institutions in Macau, requiring an admission letter from the institution and proof of financial means and accommodation.

Required documents: completed application form, passport bio page copy, financial proof (bank statements), admission letter from a recognized Macau institution, and proof of accommodation. Students are granted Special Authorization to Stay upon arrival and registration with the institution. Stay duration aligned to the academic program.

Ordinary Visitor Visa (Family of Non-Resident Worker)

Allows family members of authorized non-resident workers in Macau to obtain a visa to join or visit the worker.

Required documents: completed application form, passport copy, and copy of the special authorization notification issued to the non-resident worker in Macau. Relationship documentation (marriage certificate, birth certificate) is also required. Stay is subject to Special Authorization to Stay for family dependents.

Diplomatic Visa

Issued to holders of diplomatic passports travelling to Macau in an official diplomatic capacity, granting unlimited length of stay.

Diplomatic passport holders of any nationality (except US diplomatic passport holders, who are explicitly excluded) may enter without restriction on stay duration. Holders of a Laissez Passer issued by the United Nations or a diplomatic/consular identity card issued by the Macau SAR are also covered. US diplomatic passport holders must obtain an advance visa through a PRC diplomatic mission.

Official Visa

Issued to holders of official/service passports travelling to Macau on government business under applicable bilateral mutual visa-suppression agreements.

Macau has bilateral agreements with certain countries covering official/service passport holders. The official Macau government source references 'countries and regions which have reached a mutual visa-free agreement with the Macao Special Administrative Region' but does not publish a full list of covered countries for service/official passports on the public-facing pages. Conditions and stay duration depend on the specific bilateral agreement.

Temporary Residence Permit by Investment (IPIM)

Allows non-local individuals holding major investments beneficial to the Macao SAR - major investors, fixed-deposit/real-estate investors, and management or technical personnel with special qualifications - to obtain a Macau temporary residence permit, renewable and leading to eligibility for permanent residence after 7 years.

Administered by the Commerce and Investment Promotion Institute (IPIM, https://www.ipim.gov.mo). Three application pathways: (1) major investment beneficial to the Macao SAR under assessment/approved; (2) management or technical personnel with special qualifications; (3) fixed-deposit or local real-estate investment. Covers family dependents (spouse, children, parents) who must maintain the principal applicant's qualifying legal status. After 7 continuous years of temporary residence the holder may request a Confirmation Declaration toward permanent residence (not granted automatically). The approved residence authorization certificate is exchanged for a Macao Non-permanent Resident Identity Card via the Public Security Police Force (https://www.gov.mo/en/services/ps-1480/). Talent Recruitment Residency (Qualified Personnel Scheme, Law No. 7/2023)

Residency scheme to attract qualified personnel to Macao under three programmes - High-end Talents, Outstanding Talents, and Advanced Professionals - in support of the SAR's economic diversification.

Enacted by Law No. 7/2023 and Administrative Regulation No. 19/2023 (in force 1 July 2023); administered by the Talent Development Committee (人才發展委員會). Three programmes: High-end Talents and Outstanding Talents (no local employment or habitual residence in Macao required to maintain status) and Advanced Professionals (must be locally employed, meet salary thresholds, and maintain habitual residence in Macao). Approval grants a residence authorization / temporary residence in Macau. Applications are filed online via the Talent Introduction Plan Electronic Application Platform (https://trplatform.cdqq.gov.mo). Qualifying applicants may receive tax benefits. Residence Authorization by Family Reunion

For a foreign national who is the spouse (or eligible family member) of a Macao resident, granting the right to reside in Macao by family reunion.

Distinct from the 'family of non-resident worker' visitor visa: this is a residence authorization for the family of a Macao RESIDENT. Per the official PSP Residence Authorization FAQ, any person who marries a Macao resident may apply for Residence Authorization at the Residence and Stay Affairs Department, provided the application meets Law No. 16/2021 and Administrative Regulation No. 38/2021. Holders must make Macao their centre of living and reside at least 183 days/year from the effective date, and not be away for more than half a year per departure, or the authorization may be revoked / renewal refused. The approved residence authorization is exchanged for a Macao Non-permanent Resident Identity Card. Official fee not published in English on the government portal.

Non-resident Worker's Identification Card (Blue Card)

The in-Macao work-stay permit held by a foreign national employed by a Macao employer that holds a valid employment authorization (informally the 'Blue Card').

Represents a 'Non-resident Worker's Authorization to Stay' granted by the PSP Residence and Stay Affairs Department (Non-resident Workers Subdivision). Applied for through the employer, who must first hold employment authorization (quota) issued by the Labour Affairs Bureau (DSAL) under the non-resident workers regime (Law No. 21/2009). Card validity is tied to the employment authorization and the worker's travel document; it must be renewed/updated when either changes. Distinct from the ordinary employment-purpose entry visa obtained abroad through a PRC diplomatic mission. Official fee not published in English on the government portal.

Special Authorization to Stay for Non-resident Students

In-Macao stay authorization for enrolled non-resident students whose initial authorization to stay is shorter than their higher-education program, covering the program duration.

Governed by Law No. 16/2021 and Administrative Regulation No. 38/2021; administered by the PSP Stay Subdivision. For students admitted to an accredited Macao higher-education institution on programs lasting one scholastic year or longer, applied for when the limit of stay in the original 'Authorization to Stay' granted on entry is not long enough to remain legally until the program ends. Applies to both Mainland and international (other country/region) students. Distinct from the ordinary visitor visa (study purpose) obtained abroad.
