Singapore's ICA publishes a list of countries/territories whose nationals REQUIRE a visa; all other passport holders are visa-exempt. The ICA page states that holders of passports/travel documents NOT from visa-required countries do not need a visa. Stay duration (14, 30, or 90 days) is determined by the Visit Pass issued at the checkpoint.
