Work Permit (Ministry of Social Affairs and Labor Authorization)

Foreign nationals taking up paid employment in Syria. A residence permit by itself does not authorize work; a separate work permit is required.

Foreign hiring is legally restricted (permitted only where no suitably qualified Syrian is available; historically capped near 10% of an employer's workforce) under a Ministry of Social Affairs and Labor resolution.
