syriascopetravel.com (2026) lists Lebanon as 'No Visa Necessary' (visa-free group) but ALSO lists Lebanon in the restricted nationalities requiring advance approval - a direct internal contradiction.
CultureRoad Travel (March 2026) lists Lebanon as fee-free in one tier but its restricted nationality list is separate. Given this contradiction and safety-first rule, Lebanon is retained as VOA rather than elevated to visa-free. Lebanese nationals with foreign residency or Syrian family connections may receive more favorable treatment (see conditional_access). Max stay not confirmed.

Foreign nationals taking up paid employment in Syria. A residence permit by itself does not authorize work; a separate work permit is required.
Domestic work authorization rather than a consular visa. The official Ministry of Tourism entry-visa page states that granted residence permission is not a license to work and that those who wish to engage in employment in the Syrian Arab Republic must obtain permission from the Ministry of Social Affairs and Labor. The work permit is employer-sponsored (the employer applies on the foreign worker's behalf) and must be held alongside a residence permit. Foreign hiring is legally restricted (permitted only where no suitably qualified Syrian is available; historically capped near 10% of an employer's workforce) under a Ministry of Social Affairs and Labor resolution. The transitional government publishes no standalone online work-visa application, and the Ministry of Social Affairs and Labor has no English-language work-permit page, so official_url points to the government entry-visa page that sets out the work-permission requirement.

Syria launched an official e-visa platform (evisa.sy) in 2024. As of June 2026 the platform has SSL certificate errors and is not operational - confirmed again on 2026-06-29.
