Long-Stay Visa for Employment (Category D/AM)

Grants non-EU/EEA foreign workers the right to work in Romania, required before taking up employment with a Romanian employer.

Two subtypes: D/AM1 (applied for by employers through WorkinRomania.gov.ro) and D/AM2 (applied for by foreign employment agencies or authorized employers). Eligible categories include highly qualified workers, central government appointees on infrastructure projects, academic/research personnel at state universities, professional athletes, and citizens of Moldova, Ukraine, and Serbia with full-time contracts. Requires individual employment contract registered in REGES-ONLINE, travel medical insurance (min €30,000), criminal record certificate, and proof of subsistence funds (minimum gross salary for 90 days). Visa fee €120 (approximately USD 130), per the official IGI long-stay employment visa page. Followed by Single Permit or EU Blue Card for long-term stay.

Long-Stay Visa for Studies (Category D/SD)

Enables non-EU/EEA foreign nationals to pursue full-time education in Romania at accredited institutions, including undergraduate, master's, and doctoral programs.

Visa fee €300 (scholarship recipients exempt from consular fees). Visa granted for 90 days with one or more entries. National Visa Center approves within 30 days (extendable 15 days). Requires proof of institutional acceptance, tuition payment for at least one year, financial means equal to minimum monthly salary, medical insurance (min €30,000 coverage), and criminal record certificate. Minors require parental consent. Residence permit can be extended for the total study duration, with additional extensions up to one year for incomplete studies. Exchange program participants must be 13-19 years old. Ethnic Romanians and scholarship holders exempt from financial means requirement.

Long-Stay Visa for Scientific Research (Category D/CS)

Allows non-EU/EEA foreign nationals to conduct research activities in Romania through an approved research institution under a hosting agreement.

Visa fee €300. Visa valid for 90 days with one or more entries. Residence permit can be extended for periods specified in hosting agreements, up to maximum 5 consecutive years. Requires hosting agreement approved by the National Authority for Scientific Research, criminal record certificate, travel medical insurance (min €30,000), proof of financial means (minimum gross salary for 6+ months), social health insurance, medical certificate, and proof of legal housing. Processing within 30 days (extendable 15 days). Applicants must submit residence permit request at least 30 days before visa expiration.

Long-Stay Visa for Family Reunification - Sponsors with Long-Stay Permits (Category D/VF)

Allows non-EU/EEA family members of foreign nationals legally residing in Romania on long-stay permits to join their family member sponsor in Romania.

Visa fee €300. Visa valid for 90 days with one or more entries. Requires communication to the General Inspectorate for Immigration, travel medical insurance (min €30,000 coverage, valid across EU Member States), and criminal record certificate from country of domicile/residence.

Long-Stay Visa for Family Reunification - Romanian Citizens (Category D/VF)

Allows non-EU/EEA family members of Romanian citizens to join their Romanian citizen sponsor for purposes of family reunification.

Visa fee €300. Visa valid for 90 days with one or more entries. Requires marriage certificate issued/transcribed by Romanian authorities, or kinship/partnership evidence.

Entry Visa for Non-EU/EEA Family Members of EU/EEA Citizens (Free Movement)

Allows non-EU/EEA nationals who are family members of EU/EEA/Swiss citizens exercising free movement rights in Romania to accompany or join their EU family member.

Issued free of charge under EU free movement law (Directive 2004/38/EC). Issued as soon as possible and under an accelerated procedure (approximately 48 hours per National Visa Centre). Non-EU family members may be exempt from visa requirements if they hold valid residence documentation from another EU Member State showing family member status. Requires valid passport, application form, and documentation proving family relationship.

Long-Stay Visa - Company Administrator (Category D)

Allows non-EU/EEA foreign nationals to legally reside in Romania for the purpose of managing a Romanian company as an administrator.

Fee €300. Visa valid for 90 days with one or more entries. Processing within 30 days (extendable 15 days). Residence permit extended annually; 3-year permit available for investments ≥€500,000 or ≥50 full-time jobs. Part of the RBI pathway for long-term residence.

Long-Stay Visa - Branch or Subsidiary Manager (Category D)

Allows non-EU/EEA foreign nationals to reside in Romania to manage operations of a foreign company's branch or subsidiary registered in Romania.

Fee €300. Visa valid for 90 days with one or more entries. Processing within 30 days (extendable 15 days).

Long-Stay Visa - Unpaid Training (Category D)

Allows non-EU/EEA foreign nationals to undertake professional qualification or vocational training programs with accredited providers in Romania without remuneration.

Fee €300. Maximum validity 1 year, non-extendable. Processing within 30 days (extendable 15 days). No remuneration permitted.

Long-Stay Visa - Volunteering (Category D)

Allows non-EU/EEA foreign nationals to carry out voluntary work with non-profit organizations operating in Romania.

Fee €300. Duration corresponds to the voluntary contract, maximum 1 year total. Processing within 30 days (extendable 15 days). Activity must be with a non-profit organization.

Long-Stay Visa - Au-Pair (Category D)

Allows non-EU/EEA foreign nationals to reside with a Romanian host family and perform household assistance and childcare activities as an au pair.

Fee €300. Maximum 1 year. Processing within 30 days (extendable 15 days). Requires au pair placement agreement with host family.

Long-Stay Visa - Medical Treatment (Category D)

Allows non-EU/EEA foreign nationals to enter and reside in Romania for the purpose of receiving long-term medical treatment in public or private medical institutions.

Fee €300. Visa valid for 90 days with one or more entries. Processing within 30 days (extendable 15 days). Intended for ongoing/long-term medical care; short medical visits may fall under the short-stay (Type C) visa.

Long-Stay Visa - Other Lawful Activities (Category D)

A catch-all long-stay visa category for non-EU/EEA foreign nationals wishing to reside in Romania for purposes not covered by other specific visa categories, provided the activity does not contravene Romanian law.

Fee €300. Validity up to 1 year, renewable. Processing within 30 days (extendable 15 days). Activity must not contravene Romanian law. Requires travel medical insurance (min €30,000 coverage) and proof of accommodation.

Long-Stay Visa for Posting/Secondment - Detached Workers (Category D/DT)

Enables non-EU/EEA workers who are posted (seconded) to Romania by a foreign service provider or employer to carry out work on a temporary basis under a posting arrangement.

Visa fee €120 (approximately USD 130) per the official IGI page. Visa granted for 90 days with one or more entries. Requires a copy of the posting/secondment permit issued under Romanian labour legislation, proof of financial means at the minimum guaranteed gross salary for the whole period, criminal record certificate, and valid travel medical insurance. Certain workers (e.g. EU/EEA employees posted by their employer, or those on temporary educational, scientific or diplomatic assignments under bilateral agreements) may be posted without a prior posting permit. Followed by a residence permit for the posting duration.

Long-Stay Visa for Religious Activities (Category D/AR)

Allows non-EU/EEA nationals to carry out religious activities in Romania as representatives of legally recognised religious denominations or organisations.

Visa fee €300 (approximately USD 330). Visa granted for 90 days with one or more entries. Requires prior approval from the State Secretariat for Religious Affairs (Cults), proof of accommodation, financial means (three national average salaries), travel medical insurance (min €30,000) and a criminal record certificate. IGI issues its favourable opinion within 30 days (extendable 15 days). Residence permit extended for the period matching the State Secretariat for Cults approval.

Long-Stay Visa for Digital Nomads

Allows non-EU/EEA nationals who work remotely via information and communication technology for a company registered outside Romania (as an employee, or as owner/manager of a foreign company) to live in Romania while continuing that remote work.

Introduced by Law 22/2022 (amending GEO 194/2002); administratively issued under the D/AS 'other purposes' long-stay category (also referred to as the D/NV nomad visa). Visa fee €120 (approximately USD 130). Applicant must earn at least three times the Romanian average gross monthly salary (approximately RON 26,700/month in 2025) for each of the last 6 months, prove remote work for (or ownership/management of) a company registered abroad — company managers need at least 3 years of activity — and hold travel medical insurance. Visa granted for 90 days; a digital-nomad residence permit is then issued for up to 12 months, renewable for a further 12 months (up to 24 months total). Foreign-sourced income may be exempt from Romanian income tax if the holder stays under 183 days in a 12-month period.

Long-Stay Visa for Holiday and Work (Category D/VM)

Allows young nationals of countries that have a bilateral working-holiday agreement with Romania to spend an extended holiday in Romania while taking up incidental employment to help fund their stay.

Granted only under the conditions of the bilateral holiday-and-work treaties Romania has concluded with third countries. Romania operates a working-holiday programme with the Republic of Korea: South Korean nationals aged 18-30 may obtain a one-year Romanian working-holiday visa. Fee is the standard long-stay consular fee (paid in the state where the application is made). Visa granted for 90 days; residence permit issued for up to one year. Eligibility, quotas and age limits depend on the specific bilateral agreement.
