Niger passport holders can get a visa on arrival for Rwanda (up to 30 days), so no visa is needed before travelling.
From 1 January 2018, nationals of all countries can obtain a visa on arrival at Kigali International Airport and all land borders without prior application. Fee: USD 50 for single entry (30 days). Multiple entry: USD 70 (90 days). Applicants also have the option to apply online via irembo.gov.rw before departure.

Residence pass for the spouse, children and dependent family members of a Rwandan citizen (M1), a temporary resident permit holder (M2) or a permanent resident permit holder (M3).
M1 (dependent of a Rwandan) and M3 (close relative of a permanent resident) are valid 3 years; M2 (dependent of a temporary resident) matches the principal's validity. Fee is 50% (half) of the fee paid by the principal applicant. Requires an application letter, marriage/birth/adoption certificate and police clearance (18+). M2 dependents also submit a copy of the principal's identity card.
