Created by Executive Decree 198 of May 7, 2021. Initial stay 9 months, renewable once for a further 9 months (total maximum 18 months). Must not work for Panamanian companies or local clients. Foreign-source income is not subject to Panamanian income tax under Panama's territorial tax system. Permiso de Trabajo Temporal - Trabajador Técnico/Temporal (V-TET) (Temporary/Technical Worker Permit)

Non-resident permit for foreign technical or temporary workers engaged by Panamanian employers for a defined project or term.

Visa de Estudiante (Student Visa / Temporary Resident Student Permit)

Grants immediate permanent residency to foreign retirees who can demonstrate a lifetime monthly pension income from an official or private pension source.

Grants immediate permanent residency (not a temporary visa). Requires proof of lifetime monthly income of at least USD 1,000 from a government pension, social security, military pension, or private pension plan. Income threshold reduces to USD 750/month if applicant purchases Panamanian real estate worth at least USD 100,000. Available to anyone 18 years or older regardless of nationality. Visa de Inversionista Calificado (Qualified Investor Visa)

Grants immediate permanent residency to foreign nationals making a qualifying investment in Panama via real estate, securities, or fixed-term bank deposit.

Established by Decreto Ejecutivo 722 (amended by Decrees 109 and 193 of 2024). Grants immediate permanent residency upon approval. Residencia por Solvencia Económica (Economic Solvency Residence)

Temporary then permanent residency for foreign nationals who demonstrate economic solvency through investment in Panamanian real estate or fixed-term bank deposits.

Requires investment of at least USD 300,000 in real estate and/or a Panamanian bank fixed-term deposit (or mixed investment). Grants 2-year temporary residency first, then permanent residency after 2 years. Three sub-options: fixed-term deposit, real estate investment, or mixed investment. Available to all nationalities. Citizenship pathway after 5 years of permanent residency.

Naciones Amigas / Países Específicos (Friendly Nations Visa)

Permanent residency for nationals of approximately 50 'friendly nations' who can demonstrate economic ties to Panama.

Established by Executive Decree 226 of July 20, 2021. Open to nationals of approximately 50 'friendly' nations. Requires proof of economic ties to Panama (employment with a Panamanian company, ownership of a Panamanian business, or real estate purchase) and a bank balance of at least USD 5,000 in a Panamanian bank.
