Harmonized list of supporting documents to be submitted by applicants for a Schengen visa in the Russian Federation: tourism/other private visits - A passport that must be valid for at least three months beyond the visa expiry date, have at least two blank pages, and be issued less than ten years ago. Please note: Estonia does not recognize Russian non-biometric passports. Therefore, Russian citizens can only apply for a visa at the Estonian Embassy or VFS visa application centers with a biometric passport. - Visa application form (eelviisataotlus.vm.ee ↗) ; - Photo 35×45 (color, on a light background, taken within the last six months) - Health insurance with a minimum coverage of EUR 30,000, valid in the Schengen area and covering the first visit on the requested visa. Please note: The Embassy does not accept insurance policies issued by Russian insurance companies. The Embassy recommends obtaining insurance in the European Union with the assistance of the inviting person. If necessary, the inviting person may use the services of an insurance broker. - The original and a full copy of the applicant’s internal passport (from 14 years of age, copies of all pages, including pages without marks). - Transportation and Accommodation – Round-trip tickets or reservations, or proof of use of other transportation (copies of vehicle registration and driver's license, proof of right to use a car or other means of transport, contract with a carrier, etc. ) – Proof of accommodation (e.g., hotel reservation, rental agreement, voucher). Not required if the purpose of the trip is to visit relatives or friends and the invitation states that accommodation is provided by the host. Documents confirming the purpose of the trip. - Proof of sufficient funds ( the applicant must have 70 euros available for each day of their stay in Estonia ) – Bank statements of the applicant showing banking transactions for the last three months, as well as the balance at the beginning and end of this period. – Information on employment history, provided from the information resources of the Pension and Social Insurance Fund of the Russian Federation – is obtained through the State Services portal. The document must be signed with an electronic signature. The document (electronically signed file) must be sent tothe Embassy's email address visa.moscow@mfa.ee (mailto:visa.moscow@mfa.ee) . The subject of the email must include the applicant's first name, last name (in Latin letters, as in the passport data), and date of birth. – A sponsorship letter , if the costs of the stay are covered by the sponsor. The letter must contain the following information: - applicant's full name, date and place of birth; - sponsor's full name, date and place of birth, Estonian personal identification code (if any), address and contact details of the sponsor, and the relationship between the sponsor and the applicant; - purpose and duration of the trip; - list of expenses covered by the sponsor; - sponsor's bank statement containing banking transactions for the last three months; - copy of the sponsor's passport or identity card and copy of the Estonian residence permit (both sides), if the sponsor lives in Estonia and is not an EU citizen. If the sponsor lives in Estonia, the sponsorship letter together with copies of the documents must be digitally signed and sent to the Embassy's e-mail address visa.moscow@mfa.ee (mailto:visa.moscow@mfa.ee) . The subject of the letter must include the applicant's first name, last name (in Latin letters, as in the passport) and date of birth. - Additional documents for minors : Original and a copy of the birth certificate. Notarized consent to leave the country. The document must be signed by the parent or guardian who is not traveling with the child, or signed by both parents (or guardians) if the minor is traveling alone. In the latter case, the document must also indicate the details of the adult who will be responsible for the minor during their stay in the Schengen area. Confirmation of sole custody, if applicable. Visa or other document of the accompanying adult (parent). If the parent's first or last name differs from that indicated on the child's birth certificate, additional documents (marriage certificate, court order, or other evidence) confirming the change of first or last name and the relationship between the parent and the child must be provided. - Documents to be provided depending on the applicant’s occupation 9.1. Employees : – A letter from the employer indicating: - Position and salary, - Date of employment (and if the employment relationship is fixed-term, the date of termination of employment) - Salary information (or Form 2NDFL) for the last 6 months. 9.2. Sole proprietors : – Confirmation of economic activity (e.g. Form 2NDFL or 3NDFL). – An extract from the Unified Register of SMEs or a certificate of individual entrepreneurship. 9.3. Schoolchildren/students : – A certificate from the educational institution on the applicant’s enrollment or a student card (original and copy). 9.4. Pensioners : – Pension certificate (original and copy) or a certificate from Gosuslugi signed with an electronic signature on the assigned pension. 9.5. Unemployed : – A document confirming the applicant's ties to Russia (e.g., a certificate confirming a civil status act or property ownership). – A copy of the page of the work record book containing personal data and copies of the pages indicating the holder's work experience for at least the last three years (if applicable). - List of documents to be provided depending on the purpose of the trip 10.1. Visiting relatives and friends – A digitally signed written invitation from the host. Copies of additional documents must also be digitally signed along with the invitation. The invitation from the host can be drawn up in free form and include the following information: - Details of the inviter – first name, last name, Estonian personal identification code; - Details of the invitee – first name, last name, date of birth; - Family relationship. Documents confirming the family relationship must be attached to the invitation (if the civil status data is not entered in the Estonian Population Register); - Time and duration of the trip (exact dates of the first trip or trips); - Place of residence of the invited person during their stay in Estonia. The Estonian Embassy in Moscow recommends using the following sample invitation form -DOCX (moscow.mfa.ee ↗). The invitation must be digitally signed and sent to the Embassy’s email address visa.moscow@mfa.ee (mailto:visa.moscow@mfa.ee). The subject of the email must contain the applicant’s first name, last name (in Latin letters, as indicated in the passport), and date of birth. A printout of this invitation must be enclosed with the visa application. – A copy of the host person’s Estonian identity document (passport, ID card, residence permit card). The inviter’s personal identification code must be visible on the copy. – Documents confirming the family relationship (if applicable). Not required if the civil status data confirming the family relationship (birth, marriage, etc.) have been entered in the Estonian Population Register and the degree of relationship, together with the data of the relatives, is indicated in the invitation. 10.2. Official visits (members of official delegations): – A letter issued by a competent Russian authority (e.g. a note from the Russian Ministry of Foreign Affairs), confirming that the applicant is a member of the Russian delegation traveling to Estonia. – A copy of the official invitation. 10.3. Education (schoolchildren, students, postgraduates and their accompanying teachers): – A digitally signed written invitation from an educational institution located in Estonia, or a digitally signed notice of admission to studies or courses, or a student card of an Estonian educational institution. 10.4. Culture (participants in scientific, cultural and artistic events): – An invitation to participate in the event from the host organization (digitally signed). 10.5. Sports (participants in international sports events and accompanying persons in their professional capacity): – A digitally signed invitation from the host organization (competent authority, Estonian sports federation or Estonian Olympic Committee), containing, among other things, information on the role of the invitees in the upcoming event. 10.6. Tourism – A booking confirmation or other relevant document on participation in an organized tourism trip. If it is private tourism, a detailed description of the travel plan; 10.7. Business 10.7.1. Business – General – An official invitation from the host party, digitally signed by an authorized representative of the company, containing the following information: - personal information of the invited person (full name as in passport, date of birth); - purpose and duration of the visit; - field of activity, type of business of the company; - full address of the company and details of contact persons; - name and position of the person signing the invitation; - details of who will bear the expenses of travel and accommodation of the applicant. The subject line of the email must include the applicant's first name, last name (in Latin letters, as in their passport), and date of birth. A printout of the invitation must be attached to the visa application. If the invitation is signed by a person not listed in the Business Register as having the right of representative signature in the organization, a digitally signed document substantiating this right must be attached to the invitation. or – Other confirmation of the purpose of the stay (e.g., information about participation in a conference, an entrance ticket to an exhibition or trade fair, business correspondence, or a business trip program). 10.7.2. Business drivers (international freight and passenger transport) : – A written request from the Russian National Association of Carriers (ASMAP or RAS) or the national association of carriers of the destination Member State (for Estonia – ERAA) indicating the purpose, duration and frequency of trips. – A written request from companies registered in the EU or in third countries engaged in international road transport indicating the purpose, route, duration and frequency of trips. The request from companies registered in Estonia must be signed with a digital signature. – Documents related to the transport company: registration number required by the national legislation of the destination Member State or the Russian Federation, and the contract between the company established in the Russian Federation or a third country and its partner company in the destination Member State (if applicable). – Documents related to the driver: - driving license; - document certifying the right to drive a vehicle; - copy of the registration certificate of a truck, trailer or bus; - license or permit for long-distance transport of goods or passengers. 10.7.3. Business - Employees of train, refrigerated truck and locomotive crews : – A written request from the competent Russian railway company (OAO RZD with its branches and OAO Refservis) or the competent Estonian railway company indicating the purpose, duration and frequency of trips. The request from the Estonian railway transport undertaking must be signed with a digital signature. 10.7.4. Business - Seafarers : – A full copy of the seafarer’s book. – A copy of the employment contract. – A certificate of employment from the recruitment agency/crew management company. – An invitation from the EU transport agency and from the Russian sending agency. The invitation letter from both agencies must be on official company letterhead, stamped, signed, and bear the name and position of the authorized person signing it, and must contain the following details: - Full personal details of the seafarer (name, place and date of birth); - Passport and seafarer identity document numbers, indicating the date of issue and period of validity; - The seafarer’s position on the vessel (in the case of a group of seafarers, this information may be included in a list signed, stamped and attached to the invitation letter); - Name of the vessel; - Port and date of embarkation; - Duration of the contract; - The route the seafarer will follow until arrival in the Member State destination/transit. 10.7.5. Business - Journalists : – A certificate or other document issued by a professional organization certifying that the person is a professional journalist.– A letter from the employer stating that the purpose of the trip is journalistic work. 10.8. Medical reasons (persons traveling for medical reasons and accompanying persons): – An official document from a Russian medical institution certifying the need for treatment and (in some cases) for accompanying the patient, as well as proof of sufficient financial means to pay for the treatment.– Proof of payment of a deposit to cover the costs of treatment (if applicable). 10.9. Other - Owners of property in Estonia and their close relatives: – An application prepared by the applicant notifying that he or she owns real estate in Estonia, indicating the exact address of the property and the registration or cadastral number. – In the case of close relatives, documents confirming the relationship. Not required if data on civil status acts confirming family ties (birth, marriage, etc.) are entered into the Estonian Population Register. 10.10. Other – transit – If applicable, documents related to onward travel to the final destination (visa or other entry permit to a third country of destination; tickets for onward travel).Invitor’s details – first name, last name, Estonian personal identification code; - Citizens of other countries: original and copy of proof of residence in Russia (valid residence permit in the Russian Federation or long-term visa, as well as registration at the place of stay). - During the visa application review process, the consul may require you to submit additional documents.

Long-Stay D Visa – Short-Term Employment
Allows a third-country national to enter Estonia to take up short-term paid employment with an Estonian employer for a period exceeding 90 days but not more than 365 days.
Fee EUR 120 (approx USD 130); children 6–11 EUR 60. Financial means requirement: EUR 1,320 one-time for short-term employment. Two consecutive D-visas cannot exceed 548 days within 730 consecutive days. Also allows up to 90 days travel in other Schengen states. Foreign documents require apostille/legalization and translation.

Russia's diplomatic exemption is suspended per EU Council Decision (EU) 2022/333 of 25 February 2022. Georgia's diplomatic/service exemption also suspended as of 8 May 2025.

Residence-and-work permit for highly qualified non-EU/EEA professionals with a higher-education qualification (or equivalent experience) and a qualifying salary who take up skilled employment in Estonia.
Highly-qualified employment residence permit issued under the (recast) EU Blue Card Directive and the Estonian Aliens Act. Requires a completed higher-education programme of at least 3 years (or at least 5 years of relevant professional experience) and a gross monthly salary of at least 1.5x the Estonian average (1.24x for shortage occupations such as ICT). Minimum employment contract 6 months; issued for the contract duration plus 3 months. Excluded from the annual immigration quota. State fee EUR 250 (in Estonia) / EUR 280 (abroad). Allows a non-EU/EEA national admitted to an accredited Estonian school, vocational institution or university (bachelor's, master's or doctoral level) to reside in Estonia for the duration of study.
Issued for up to 5 years depending on the nominal duration of study. Decision within 90 days; residence-permit card issued within 30 days after approval. Standard temporary-residence-permit state fee applies (the study category is not separately priced on the official fee schedule). Students may work in Estonia without a separate work permit provided it does not interfere with their studies. The long-stay D visa for studies is used to enter Estonia while this residence permit covers the full study period.

Family-reunification permit for the spouse, minor child or dependent close relative of an Estonian citizen or a foreigner residing in Estonia on the basis of a residence permit.
State fee EUR 115 when applied for at a service point in Estonia, EUR 145 at a foreign representation, when settling with a spouse or close relative. Issued for up to 5 years but not longer than the validity of the sponsor's residence permit; extendable up to 10 years at a time. The applicant must have legal income of at least twice the subsistence level and register their place of residence in the Population Register; the sponsoring family member submits a signed invitation. Decision within 90 days.
